Long-Term Outcomes
Enhanced Cambodia’s competitiveness due to the increased quality and relevance of higher education provision and research in line with industrial needs and Pentagonal Strategy-Phase I
Critical Assumptions
  1. National program standards have been revised and endorsed to be aligned with regional/international standards.
  2. HEIs have sufficient capacity (e.g., regulatory frameworks, IP offices, industrial-linkage office) to support the utilization of research results.
  3. Government approves institutionalizing HERF.
  4. Ministry of Civil Services, MEF, and MoEYS approve the performance-based system.
